COMHOM.

Mission and main objectives.

COMHOM is a three-year project aiming to transform the response to homelessness through digitalisation, social innovation, and data-driven tools. The project focuses on improving the collection, sharing, and use of data on homelessness through the development of a standardised Monitoring & Evaluation (M&E) framework and the creation of the COMHOM digital platform.

This platform will centralise data across Europe and leverage artificial intelligence to support evidence-based decision-making, resource optimisation, and prevention strategies.

COMHOM takes a participatory approach, involving stakeholders in co-creation spaces called Living Labs (LLs) to collaborate and co-design solutions to combat homelessness.

The tools created will be tested and assessed by 25 homeless service providers. These selected organisations will receive training, funding, and support, to incorporate digital and data-based solutions into their daily work and enhancing the digitalisation and the M&E culture of the sector.

1. Promote the M&E culture and digitalisation

COMHOM drives digital transformation by equipping homeless service providers with a standardised M&E Framework and COMHOM’s digital tools, which includes a centralised database and a digital platform with AI models. To provide organisations with the skills and support needed to adopt these tools, a capacity-building programme will be implemented.

2. Foster collaboration and networking among stakeholders

COMHOM aims to reduce fragmentation in the homelessness response and improve resource allocation and prevention efforts by establishing a European network of service providers. The platform will facilitate data-sharing, promote the exchange of best practices, and contribute to a good practice guide for data use in the social sector, supporting the development of a common European framework.

Thematic Focus.

COMHOM promotes the digital transformation of the homelessness sector by making technology accessible to service providers. Through tailored capacity-building, the project empowers organisations to integrate user-centred digital tools, adapted to their needs, into their daily operations, to improve service delivery.

COMHOM centralises data through a data lake, which enables the collection and standardisation of key variables across services. This infrastructure allows practitioners, managers, researchers, and policymakers to generate insights, monitor progress, and develop targeted interventions based on real-time evidence.

The project introduces a shared Monitoring & Evaluation (M&E) framework to strengthen the sector’s ability to assess the impact of interventions. By harmonising data collection practices, COMHOM supports consistent, transparent monitoring across different service providers and national contexts.

COMHOM’s digital platform integrates artificial intelligence to support decision-making processes. AI tools will help identify patterns, predict risk factors, and suggest preventive strategies, enhancing the responsiveness and effectiveness of homelessness services.

COMHOM Living Labs.

Turning collaboration into action

A COMHOM Living Lab is a centre without walls where people with lived experience of homelessness, social care providers, policymakers, and researchers, work together to co-create, test, and refine solutions for monitoring and evaluating homelessness across Europe.

In a Living Lab session, participants contribute through their diverse perspectives, often stepping into different roles, to share insights, explore ideas, and co-design a solution that reflects their real needs. These sessions can range from interviews to collaborative working sessions.

COMHOM partners from five European countries – Finland, Greece, Ireland, Portugal, and Spain – will each establish a Living Lab in their country. These participatory spaces will engage stakeholders to gather insights and experiences that will shape the development of COMHOM tools, including the M&E framework, digital platform, centralised database, and capacity-building programmes. This bottom-up approach will ensure the tools are aligned with the needs and challenges of the sector.

COMHOM is funded by the European Social Fund Plus (ESF+).

The ESF+ finances the implementation of the principles from the European Pillar for Social Rights through actions in the areas of employment, education & skills and social inclusion.
