What it is and why to apply.

The COMHOM subgranting call aims to promote cultural change and digital transformation among EU homelessness service providers by offering support through essential funding and resources.

The ultimate goal of this initiative is to establish a European network of homelessness service providers, all embedded in a culture of Monitoring and Evaluation (M&E) and integrating digital tools into their service delivery. With a total budget of €1.5 million (10% co-funded by the COMHOM consortium), 25 homelessness service providers will receive grants between €40,000 and €60,000 to digitalise their organisations and foster a culture of M&E. By joining the COMHOM project, organisations will strengthen their role as key actors in driving systemic innovative solutions within the social service sector, enhancing operational efficiency, service quality, and resource allocation.

Eligibility
Criteria.

Who qualifies for funding.

Eligible applicants must be non-profit organisations (public or private) legally registered in an eligible country, with a company registration or fiscal number and a registered address in an EU country.

They must be service providers actively working in the homelessness sector, offering direct care through residential centers, shelters, housing-led initiatives, or other long-term housing solutions.

Applicants must demonstrate a minimum level of digitalisation, including structured digital records and the use of cloud-based systems, and have established data collection systems for monitoring and evaluation.

At least two team members must be proficient in English.

Organisations must be available to start in December 2025, and one representative must attend the first COMHOM Capacity Building event from December 2–4 2025.

How to Apply.

Step-by-step guide on the application process.

Candidates must complete an application demonstrating their capacity to manage funds, deliver project activities, and support digital transformation through an existing or emerging M&E culture. They should also evidence the availability of qualified personnel, organisational readiness for innovation and change, sufficient technical infrastructure, and financial stability. Proof of legal non-profit status and establishment within an EU Member State or EEA country is also required.

Evaluation
process & Funding.

After your submission is received, your proposal will be evaluated in three steps:

The Call Manager will review all proposals and select those that fulfil the Eligibility Criteria.

An external panel of evaluators will assess each eligible proposal separately against the Evaluation Criteria and the Steering Committee will ensure consistency across scores.

The Steering Committee will then consider all proposals that pass the first step (score: ≥ 70 points) together to assess the best portfolio of projects that align with the objectives of COMHOM based on specific categories.

The grant amount awarded to each selected project will range between €40,000 and €60,000. The final lump sum assigned will be determined based on the budget breakdown provided in the application and in relation to the other selected projects, ensuring a balanced and coherent portfolio.

Applicants are therefore encouraged to submit realistic and justified budgets, as the final allocation may be adjusted according to the quality of the proposal, the assessed needs, and the overall distribution of funds among the selected projects.

FAQ’s.

Common questions about the process.

Unlike many European calls, the COMHOM subgranting call is not designed for organisations to propose and implement independent projects. Instead, its primary aim is to strengthen the digital infrastructure and data systems of participating organisations and to support the implementation of a standardised monitoring and evaluation (M&E) framework.

COMHOM primarily targets organisations that provide residential services alongside support services. If this is not your case, we suggest contacting the COMHOM subgranting team at subranting@comhom.eu to arrange a call so we can better understand your work and explore how your organisation might fit within the COMHOM framework.

Basic digital maturity means that your organisation already has a culture of monitoring and evaluation (M&E) in place and is actively collecting and storing data in digital formats, such as Excel spreadsheets or dedicated data management software. While having a specialised software system is not mandatory, the ability to work with digital data is essential. If you do not have a software, you can include it in the budget of the application.

The COMHOM platform is a data repository that will centralize data from 3 service providers of the COMHOM consortium and data from the 25 subgrantees that will join the consortium. It will have a dashboard component and will let each subgrantee access and analyze their own data as well as compare it with aggregated data from the other subgrantees.

Subgrantees will be required to share pseudo-anonymised case management data on their beneficiaries, following a standardised set of variables defined in the COMHOM Monitoring & Evaluation (M&E) framework. These include entry, support phase, and exit indicators—such as demographic information, migration status, level of autonomy, and outcomes at the end of support. To prevent data duplication, each beneficiary will be assigned a unique pseudonymised ID that remains consistent within the subgrantee’s reporting but contains no personally identifiable information. COMHOM will provide clear guidelines, templates, and technical support to ensure accurate, secure, and non-duplicated data sharing.

In practice, data integration refers to the process by which subgrantees connect their data systems with the COMHOM platform in order to automatically and securely transmit anonymised data on beneficiaries and services.

The technical provider of the COMHOM consortium will provide all the guidelines for the subgrantees to be able to integrate the data in the COMHOM platform. On their side, subgrantees need to allocate budget to IT hours to be able to implement the guidelines and instructions from the COMHOM technical provider.

At this initial stage, COMHOM will focus on providing data visualisation and analysis features within the platform. These core functionalities are designed to support monitoring, evaluation, and data-driven decision-making across projects.

While integration of external digital tools or custom developments is not foreseen at this point, we will welcome feedback and suggestions for future platform improvements.

The five-year period for continued data sharing begins after the end of the project. However, since the data integration process with the COMHOM platform will already have been established during the project, the system will function through an automated data submission mechanism. This means subgrantees will not need to submit formal reports after the project ends. Instead, they will only be required to continue submitting pseudo-anonymised data through the established automated process for five years post-project.

In terms of reporting during the project’s duration, at the beginning of the project subgrantees will need to submit a report explaining how are they preparing to achieve the data integration with the COMHOM platform. After this, there will be two more reporting periods including the final report at the end of the project. In addition to these formal reporting milestones, COMHOM will maintain continuous communication with all subgrantees throughout the project to ensure smooth data integration and consistent progress.

The COMHOM Subgranting Call aims to promote digital transformation and a Monitoring & Evaluation (M&E) culture within homelessness service providers across Europe by providing funding, capacity-building, and digital tools to 25 selected organizations.

Eligible applicants include public or private legal organizations actively working in the homelessness sector within EU Member States, EEA countries associated with ESF+, or countries in ongoing negotiations for association agreements. For-profit organizations and networks of organizations (parent entities with multiple subsidiaries) are ineligible.

The subgrant period is up to 24 months, beginning in December 2025 and ending by December 2027.

Each selected organization can receive between €40,000 and €60,000 to cover costs related to digital transformation, data integration, personnel expenses, software acquisition, and capacity-building activities.

Funds will be disbursed in three installments:

  • 60% upon signing the subgrant agreement
  • 25% after the first successful data upload to the COMHOM platform
  • 15% upon successful completion of project milestones and submission of final reports

All subgrantees will need to implement a data integration module to connect with the COMHOM platform. Subgrantees that do not have existing data collection software can allocate part of their funding to acquire data registration software and relevant digital tools. Those that already have a data collection system are expected to allocate funds towards communication and dissemination activities to share COMHOM outcomes with wider networks, rather than software acquisition.

Applications will be evaluated based on:

  • Relevance (25 points): Alignment with COMHOM’s objectives and applicant’s capacity
  • Implementation (30 points): Digital readiness, feasibility, and budget
  • Project Team (20 points): Experience, risk management, and ethical considerations
  • Impact (25 points): Scalability, data-sharing potential, and long-term digital vision

Yes, subgrantees are required to provide regular updates on project implementation, data integration, and M&E framework adoption. Data updates must continue for a minimum of five years after the project concludes.

Yes, subgrantees can subcontract IT or legal consultancy services to support data integration, GDPR compliance, or other technical requirements.
