The COMHOM project has reached an important milestone with the completion of the evaluation and selection process for its Subgranting Call, an initiative designed to foster cultural change and digital transformation among homelessness service providers across the European Union. Between July and October 2025, proposals were reviewed through a rigorous and transparent assessment process, culminating in the selection of 25 organisations that will now join COMHOM as sub-grants.
Launched to strengthen digital capacity, enhance Monitoring and Evaluation (M&E) practices, and support evidence-based service improvement, the Subgranting Call attracted significant interest from across Europe. A total of 56 proposals were submitted before the call closed on 15 July 2025. Each eligible application was independently evaluated by an external panel of evaluators. Applicants were scored on relevance, quality and efficiency of implementation, and other specific categories.
The final portfolio of 25 sub-grantees was composed to ensure diversity and balance across several dimensions, including country of registration, welfare system characteristics, organisational size, digital maturity, M&E practices, legal form, network involvement, and type of homelessness service provided. This approach ensures that the cohort reflects a broad range of operational realities and needs within the homelessness sector, rather than statistical representativeness. Selected organisations will receive between €40,000 and €60,000 to digitalise their services, improve data-driven decision-making, and embed a sustainable culture of M&E.
By joining COMHOM, these organisations become part of a growing European network committed to advancing innovation in homelessness services. The subgranting scheme not only strengthens organisational capacity but also supports the wider project’s ambition to contribute to systemic change – improving service quality, coordination, and outcomes for people experiencing homelessness.
Selected organisations will be meeting with the Partners’ Consortium for the first time from 2 to 4 December 2025 for the first COMHOM Capacity Building event in Athens, Greece.
